Pengembangan Smart Village Di Desa Handapherang Kabupaten Ciamis

Abstract

This study aims to describe the development of a smart village in Handapherang Village, Ciamis Regency, West Java. This village has initiated digital transformation since the Covid-19 pandemic through the launch of the “Desa Millennial” (Demil) application and has been designated as a Beautiful Village (Desa Cinta Statistik) by the Central Statistics Agency. The research uses a descriptive qualitative method with data collection techniques through observation, in-depth interviews, and documentation. Data analysis is carried out using the Miles and Huberman interactive model, which includes data reduction, data presentation, and conclusion drawing, and is reinforced with source triangulation.

The theory used as an analytical tool is the framework developed by Ramachandra, et al. (2015), which includes four indicators of smart village development, namely institutions, resources, technology, and sustainability. The results of the study show that the development of smart villages in Handapherang Village has made significant progress in the aspects of technology-based public services (smart governance) and community adaptation to digital technology (smart community), supported by the active role of cadres and digital village ambassadors as well as partnerships with local governments and the private sector. However, implementation still faces a number of challenges, including: the absence of formal village-level regulations as an institutional foundation, conventional natural resource management that is not yet integrated with technology (smart environment), limited use of technology in administrative services and financial transactions (smart economy), and weak ecological sustainability. This study recommends strengthening institutional regulations, integrating technology with natural resource management, and strengthening environmental pillars to realize holistic and sustainable smart village development in accordance with the conceptual framework used.
